Signs that you need to have your water shut-off valve serviced include:

Increase your grip with a cloth or rubber jar-gripper. Rock the valve gently back and forth until it turns all the way in both directions. If this doesn’t work, use Channellock pliers to give the valve a half-turn open, and then use your hand to turn it back until the valve is loose. Don’t force the valve and call a plumber if neither method works.
